To get this clear : I downloaded them via NMM direct download from Nexus XCOM 2 Mods site,I have enabled them via NMM and I launched the game via NMM + set NMM to not close during XCOM 2 launching. I have only two mods : The Capnbubss Accesories and The Extra weapons Mod one. Changing your download region affects nothing as you're still downloading through your same IP. It's not worth doing a VPN because let's face it, you will get this game through at some point and it's not worth losing your Steam account over. So I pre-purchased XCOM 2, did the pre-download, got 100% downloaded and everything was great. Live in Japan so it became available early this morning. Got home from work, tried to boot it up, and it sat at 98%. Wouldn't finish downloading what I thought was already complete.
